Did Google Soften The EMD Algorithm?

Since year ago, Google released a domain algorithm to minimize the quantity of exact match domains from appearing when those EMD are not as fruitful as other bunch of sites.
Yesterday, I read post at WebmasterWorld, in that thread post I noticed that in some niches the EMDs are return. One user said that he is now viewing previous EMDs that sank after the EMD algorithm update have back, even he is also viewing fresh new EMDs appearing more frequently as well.

Is anyone observed EMDs return in the Google search results?

I think for search query like [new York SEO company] , you would look a massive volume of EMDs?
