Google: Google's Disavow Tool Won't Damage Others

Ralf Schwoebel has published a blog post on “Best practices with the Google disavow tool” in sno.pe. He asked some questions to Google in regards to the Google disavow tool.

Search Quality engineer at Google, Uli Lutz gave three amazing advice's in regards to the disavow link tool:
  1. Just Focus on links reported which is available in Google Webmaster Tools
  2. Google don’t use disavow data to harm websites’ SERP and don’t worry about damaging other people.
  3. Don’t be afraid to use the site-wide disavow functionality.

The most lurid is number two point to me, if Google don’t use disavow data and tool has no impact on the website. Surprise if we are misunderstanding that or if it is law?
